Jeremiah J. Cottle serves in the U.S. Secret Service (USSS) Office of Strategic Planning and Policy, Enterprise Strategy Division (ESD. In this role, Mr. Cottle is responsible for overseeing “Strategic Futures,” ESD’s foresight arm to: provide the agency with environmental scanning and analysis capabilities; produce of a suite of foresight products and activities, advance future-focused collaborations (scenario-based planning, wargaming, SWOT workshops, Threatcasting) and Liaise with public and private sector partners to promote the use of best practices in foresight and strategy. Mr. Cottle also serves as special assistant to the USSS Chief Strategy Officer for the agency’s management of White House Complex physical security.

Prior to this role, Mr. Cottle served as an Attorney-Advisor in the USSS Office of the Chief Counsel where he provided legal support to U.S. Attorney’s Offices and the USSS through representation on financial crimes investigations, FOIA requests, and tort claims. Prior to that role, Mr. Cottle served in the agency’s Human Capital Division, Policy and Classification Sections. In those roles he provided support for litigation discovery requests, conducted organizational structure staffing reviews, provided expert counsel on position classification matters, and advised on H.R. policy. He joined the USSS in 2007.

He holds professional certification in Strategic Decision and Risk Management from Stanford University’s Center for Professional Development and in Strategic Foresight from the University of Houston’s College of Technology. He is also a certified IASP Strategic Planning Professional.

Mr. Cottle earned a Master of Laws in Intellectual Property, Commerce & Technology from the University of New Hampshire - Franklin Pierce School of Law, a Juris Doctor from Quinnipiac University - School of Law, and a Bachelor of Arts (cum laude) from Saint Joseph’s College of Maine. He is admitted to local and Federal bars in the District of Columbia, Connecticut, and Maine (inactive).

Mr. Cottle is an Eagle Scout and an active Scouts BSA adult leader in his local troop of the Baltimore Area Council. He lives in Maryland with his wife and two young children, spending much of his time keeping busy with their activities.
