Charlotte Carrillo, Senior Community Planning & Development Representative for the Detroit HUD Field Office, spent 15 years working with Continuum of Care homeless service programs, responding to homelessness in Detroit and Out-Wayne County. Her experience with challenging CoC dynamics, paired with knowledge of HUD’s Priorities and Processes’, provided the opportunity to develop and present the session, Leading the Way through CoC Change: A Collaborative Applicant Approach. Charlotte holds a Bachelor of Arts and a Master of Public Administration from the University of Michigan.
