The purpose of the Rising Hope Program is voucher retention and prevention services.  The Ann Arbor City Council in 2021 passed a "Resolution to Commit Marijuana Excise Tax Rebate Funds" to support communities disproportionally impacted by the War on Drugs.  In 2023 $400,000 was allocated to pilot a program to provide housing supports and trauma informed case management to individuals and their families impacted by the carceral system. The program focuses on assisting justice-impacted households maintain their housing vouchers or find housing, in addition to providing wrap around trauma informed services.
