Infrastructure projects are always complex. And yet they happen within a fairly formulaic structure and sequence. How does this work when projects traverse and are meant to serve Native American communities and reservations? All too often, processes can neglect the sovereignty, cultural traditions, treaty rights and values of Tribes.
