Ian Carlton, co-founder of MapCraft Labs and Senior Policy Advisor at ECONorthwest, focuses on Equitable TOD research, policymaking, and implementation. Based in Portland, Oregon, Ian has worked with transit agencies, jurisdictions, federal departments, and NGOs to foster equitable TOD nationwide. As a former real estate investor, Ian helps policymakers and stakeholders understand the complex and context-specific factors that influence real estate and community development. He is an adjunct professor of real estate development and member of ULI's National TOD Council. Ian is passionate about helping people make informed choices and fully implementing their equitable urban visions.

Ian Carlton led a policy evaluation team from 2022-2024 that helped State of Colorado staff shape Colorado's Transit-Oriented Communities (TOC) bills. Ian's team advised on the formulation of the policies, evaluated statewide housing production with and without the policy, and the statewide greenhouse gas implications of distinct policy-enabled housing patterns.
