Luis Gallardo is Executive Director of the Center for Habitat Reconstruction, a Puerto Rico-based non-profit dedicated to promoting the conversion of vacant and abandoned properties for affordable housing, resiliency, and community development. Gallardo has ample experience as a consultant for non-profits, community-based organizations, and city governments on issues of property rights, nuisance abatement, and municipal law. With a Master of Public Administration with a concentration in City Management from Valdosta State University, Georgia, as well as a Juris Doctor from the University of Puerto Rico, Luis has demonstrated a particular interest in tenure security, community participation, and blight control. He has published in recent years “Public Nuisances in Puerto Rico” in the University of Puerto Rico Law Journal and “People without Homes, Homes without People: Abandoned Properties as Opportunities for Affordable Housing in the Post-Disaster Reconstruction Environment" with the Federal Reserve and Center for Community Progress.
