Mrs. Brooke Lipscomb joined the City Manager’s Office in April 2023 as our Place- Based Initiatives Manager. In this role, Brooke is the City Manager’s liaison to P.I.V.O.T. and Code Enforcement Response Teams. She offers strategic support for all City efforts related to place-making as a means to reduce crime and disorder. Brooke is responsible for bringing a human-centered approach to residential housing initiatives such as hoarding prevention and management, city homelessness, and housing barriers. She also is a liaison to various tenant organizations providing advocacy and support for constituents while assisting lead cases and connecting residents to community and city support systems.


Prior to joining the City of Cincinnati, Brooke worked at Greater Cincinnati Behavioral Health (GCBH) for 16 years as a Case Manager and Senior Court Liaison for Misdemeanor and Felony Mental Health Court. She was a pioneer for their outreach and agency engagement specialist initiatives. Brooke also ran the Returning Home Ohio (RHO) housing Grant to promote second-chance housing in a treatment-based program. Later in Brooke's career at GCBH, she became a Team lead/Supervisor for Transitional Support Services (TSS) and the Intervention Support Services (ISS) grant promoting healthy lifestyles and reducing calls and visits to Psychiatric Emergency Services (PES) by offering more community-based psychiatric approaches.

Brooke has over 20 years of experience in social work, housing assistance, mental health advocacy and awareness, and substance abuse education and prevention. Brooke received her Bachelor of Social Work degree from The College of Mount Saint Joseph in Cincinnati, OH. She and her devoted husband, Keith, and her three children have called the Queen City . In her spare time, Brooke is a soccer coach, avid traveler, and crafter. She is dedicated to helping her community by volunteering, educating, and empowering others to reach their fullest potential.
