Ingham County’s local housing and homelessness millage is creating new opportunities to address gaps in the homelessness response system through flexible funding for low-barrier services. This session will highlight the County’s grant program supporting housing navigation, shelter diversion, housing support services, and ongoing case management to improve housing outcomes. County staff and funded partners will share how these first-time local investments were developed, implemented, and used to expand capacity, reduce barriers, and strengthen services for people experiencing homelessness and housing instability. Attendees will learn how locally controlled funding can be used to fill service gaps, support innovative approaches, and create meaningful improvements in community homelessness response systems.
