Troy Thelen was appointed as the Director of Asset Management in September 2019. Mr. Thelen joined MSHDA in 2008 as an Asset Manager and later became the Manager of Small Scale Asset Management in 2013 within the Asset Management Division. Troy later became the manager of the Transactions and Preservations unit in the Asset Management Division in June of 2016. In his role as Director of Asset Management, Mr. Thelen currently supervises a staff of approximately 45 analysts and technicians who oversee the agency's rental bond financed and HOME-assisted multifamily portfolio of approximately 800 developments with more than $1.0 billion in loans receivable. This includes the oversight of MSHDA’s compliance monitoring unit which provides compliance monitoring for over 1,500 properties funded with LIHTC, HOME and other affordable funding sources. Since 2001, his division has acted as the United States Department of Housing and Urban Development's ("HUD") Performance Based Contract Administrator ("PBCA") overseeing the asset management and the disbursement of federal subsidy to an additional 400 federally assisted properties in Michigan. Mr. Thelen received his Bachelor of Arts degree in management from Northwood University in 2003.
