When Arizona Governor Katie Hobbs took office in January 2024 as the Nation’s first social worker Governor, she came ready to get to work on her vision of "An Arizona for Everyone". In the face of a 2% flat State tax and a ballooning school voucher entitlement program, the Governor’s Office of Strategic Planning & Budget (OSPB) was called to develop a strategic planning and budget process that “worked smarter” to maximize state resources and improve the lives of Arizonans. Using a collective-impact approach to statewide strategic planning, OSPB has helped agencies increase inter-agency collaboration and develop 5-year strategic plans with SMART goals that are purposely aligned to support 10-year State priority outcomes. This increased focus of prioritizing funding around aligned strategic goals coupled with an existing statewide foundation in continuous improvement has helped Arizona realize significant gains, particularly in the areas of workforce development, infrastructure, and housing. In this session we will discuss how collective-impact has changed Arizona’s statewide approach to strategic planning and budgeting by focusing on shared metrics of success that align agency strategic plans with Statewide Priority Outcomes to focus resources, increase accountability and accelerate progress. We will briefly review the basics of collective-impact and how this approach has been integrated into the strategic planning process of agencies across the state. Then, using Arizona’s Workforce Council as a Case Study, we will demonstrate how this approach has been utilized to streamline the Council’s efforts and accelerate progress in the area of workforce development. Finally, we review tips for monitoring progress and keeping up momentum even in the face of challenges. There will be time for questions as well as access to some tools/ templates for participants.
