Shama Mounzer is the Chief Programs Officer at Wayne Metropolitan Community Action Agency, where she leads strategy, operations, and performance across more than 70 programs serving communities throughout Wayne County. With over 16 years of nonprofit leadership experience, she oversees a diverse team of more than 600 staff and drives integrated service delivery across housing stability, energy and water assistance, early childhood education, workforce development, and crisis response.

Shama is known for building systems that make it easier for residents to access services—advancing coordinated, “one front door” approaches that improve outcomes while reducing barriers for families. Her work focuses on aligning programs, partnerships, and funding streams to strengthen the safety net and deliver services more effectively at scale.

She has played a key role in expanding access to energy and utility assistance and advancing cross-sector collaboration between nonprofits, government, and utility partners. In 2024, she was recognized nationally with the Victorine Q. Adams Award by the National Energy and Utility Affordability Coalition (NEUAC) for her leadership in addressing energy poverty. She currently serves on the NEUAC Board, contributing to national strategy and advocacy efforts.
