Speaker Bio
Jeffrey Promnitz is a CEO, housing strategist, and doctoral-trained social scientist whose work focuses on institutional decision-making, risk governance, and technology adoption in highly regulated housing environments. His work centers on one core industry challenge: how to deliver real estate performance while expanding access to affordable housing.
As Chief Executive Officer of Zeffert & Associates, a nationally recognized leader in multifamily housing compliance, inspection, and professional education, he leads strategic direction, product innovation, and industry partnerships supporting Housing Finance Agencies, owners, developers, and asset managers nationwide.
Jeffrey’s research examines how organizations govern judgment, accountability, and emerging technologies where regulatory compliance, financial outcomes, and public trust intersect. He also serves as an educator in the Ed G. Smith College of Business at University of Missouri–St. Louis.
He operates from the premise that the intersection of long-term affordability and financial performance is not a compromise, but a condition, and when treated as anything less, both outcomes fail.
