Doug Leeper has over 40 years’ experience in local government inspection, investigation and enforcement in the cities of San Bernardino, Riverside and Chula Vista as well as the County of Ventura. He has provided consulting services for jurisdictions across the country and instructed hundreds of code enforcement staff on everything for basic inspection skills to, developing a comprehensive enforcement program. He has drafted local ordinances that served as a model for jurisdictions nationally. He received the CA League of Cities Helen Puttnam Award for excellence in internal administration and was a finalist in the Harvard Kennedy School of Government, Innovations in American Government Award. He provided testimony to the California State Banking and Finance Committee and the US Congressional Committee on Domestic Policy. Most recently, he coauthored Strategic Code Enforcement available through Solano Press.
