Brook Rolter is the founder of Rolter Associates, a management and organization development consulting firm based in Arlington, VA. For more than 30 years, Brook has guided organizations through strategic change and transformation in commercial enterprises, federal agencies, and nonprofits in North America and Europe.
Brook is an organizational performance expert who integrates cross domain expertise with practical design and strategic facilitation, focusing on sustainable improvement. His practice integrates strategy, organizational performance, management, and execution to help organizations clarify and implement strategic and operational changes, achieving measurable results and sustainable improvements.

Brook holds an MBA and certifications in Organization Development and Change Management, is a certified Balanced Scorecard Master Professional, a licensed Performance Measurement Specialist, and a former National Baldrige Quality Award examiner. He is the U.S. Partner for Stacey Barr Pty Ltd PuMP Performance Measure Blueprint and Evidence-Based Leadership programs.
He has also delivered experiential training for strategic planning, Balanced Scorecard, Implementing Change, and Organizational Performance Measurement, including two courses for George Washington University's College of Professional Studies.

Brook’s perspective is grounded in a practical view that strategy and execution breaks down when leaders lack clear evidence for answering two fundamental questions: Are we achieving our strategy? and How do we know?
