This session will outline requirements for an acceptable budget-based rent adjustment request including common issues and scenarios in which a budget is required. HUD staff will discuss the impact of Service Coordinators and Capital Needs Assessments and their impact on the budget process. The RCS submission requirements outlined by the updated Chapter 9 of the Section 8 Renewal Policy will be covered along with discussion of the review process. An overview of the utility allowance analysis guidelines issued in HUD Notice H-2015-04 will also be presented.
